Is it okay to put silkscreen on top of soldermask? Will it work and be readable?

It’s what everybody does, AFAIK.
Try to avoid putting it on pads, it makes them hard to solder. Most board suppliers fix it for you, but not all.
There is not any problem to put silkscreen on solder mask only if avoid no silkscreen on soldering pads like leon said.
if there is not too much silkscreen or only few text, you can design the text on the etch layers. but it is easy and useful to assemble to make silkscreen layer. In a world, do not worry to put silkscreen on soldermask.
