Silly/Probably Obvious Question

I’m putting together a part in Eagle based on Sparkfun’s new illuminated rotary encoder found here:

The Dimensional drawings that come with it have the pinouts but it says they’re drawn from the mounting side? So here is the obvious question, does that mean it’s viewed from underside of the pcb, the bottom of the PTH so to speak or is it looking down on the mounting surface from above?

I just don’t want it to end up being reversed as I make it. It seems so obvious but I think I’m suffering from completely over-thinking this. It’s also the first part I’ve ever designed so I’m sort of nervous about that too. Though I have worked with Eagle to design PCB’s and they turned out fine so I have at least a little experience.

On a through hole board, the “mounting” or “component” side of the board is the top where the component physically sits.

The bottom side is the “solder” side where all the connections are soldered.

So by your words the view you are looking for is looking down on the mounting surface from above.
