i have download the tutorial. and installed
java jre 5.0
eclipse 3.1 , eclipse works but whithout compiler C
when i install the zylin files it is also ok, but after installing cygwin eclipse dont run , something wrong with java
c:\eclipse\jre\bin\javaw.exe ???
“javaw.exe” in your curent path

Try the following checks.
Using Windows Control Panel → Add or Remove and verify that the Java Run Time environment is present.
Using Windows Control Panel → System → Advanced → Environment Variables, check that you have paths defined as explained in the tutorial.
The 198 mb download I mentioned earlier is a COMPATIBLE set of software components that are known to work harmoniously together. Download and unzip that to a scratch folder that plus the cygwin and then follow the revision 3 tutorial in proper sequence.

There are quite a few downloads in the tutorial and I felt that it would be a good idea to compile them all in one place and provide users with a single zip file to download instead.
The following zip file is a compilation of all the downloads specified in the tutorial “ARM Cross Development with Eclipse revision 3” except the cygwin download. These downloads are compatible with each other and are what is specified in the tutorial. You can access this 190 mb zip file at the following URL:

Download this compilation and also download cygwin as specified in the tutorial and the development environment should work properly.
