voltage withstand capability of the PCB

Hello all

Am interested so much in knowing how much voltage can safely be applied across layers of the 4 layer PCBs. There is loads of information that talks about the clearance between tracks but there is nothing that talks about different layers… Does anyone of you have links about this?
