ZED F9P is NOT being seen by the Devise Manager (see attachment); I have tried 2 different computers.
While assumptions can be made, you should probably ask a question.

Try some different usb cables. Some can only recharge phones and others can be used for charging and data. (You need the data type)
If the cables are working, Windows should detect something. Are there any devices showing with errors or exclamation points in the Device Manager?
Did you follow the hookup manuals? Your initial post didn’t give a lot of information for us to use to help you.
