Looking at making a 4 layer board with the following dimensions:
4.2” x 2.95” = 12.39” sq
107mm x 75mm = 8025mm sq
The prices are:
BatchPCB $100 lead time 5 - 6 weeks
PCB-Pool Euro134/ $198 8 days
PCBCart $190 lead times 2 weeks or so
Anybody recommend others?

Are you sure you used the correct page for PCB-POOL ?
They also offer prices is USD ( see link below) - I use them regulary and get a free laser SMT stencil with proto orders.

Leo, heres some non spamming advice.
Get a Goldphoenix panel made up. That’s where BatchPCB boards are made, but it works out better value if you want a few boards made.
If you only want one board, I would go with BatchPCB or PCBCart.

I’ve had great luck with GoldPhoenix - very reasonable pricing and turn-around times. I use these guys all the time.
If you’re a first-timer with AdvancedCircuits (in Colorado), you can take advantage of their $500 credit for new customers, in which case your first (and possibly second) order would be free!
