When this message is received I think it is fixed by
going to Control Panel> System>Device Manager
Their is a section for USB but how do I get to the
Com Ports and what is done to fix the problem?

It is not under USB. It has it’s own section called “Ports (COM & LPT)”. See attached image.
But if it is not detected correctly by Windows for whatever reason then it won’t show up there. Also, it won’t help much as the program should set up it’s own baudrate settings. These are default settings.
If you want help solving an issue then you should give more info about what (serial interface) device you are trying to connect with. Also, make sure the USB cable is a true data-cable, and not a charging cable only capable of supplying power. It fooled me on occasions more than once.
