Faulty ALFA Network WiFi HaLow HAT not transmitting

I initially ordered 3 of these boards late last year, and after a lot of work fixing their drivers and making scripts to allow these boards to work, they are working in a mesh network. Since then mid April this year I ordered 1 more to use as a more reliable internet passthrough into the mesh network via a pi connected to my router via ethernet. However when I tried to use this board, I get 0 responses. The peer link establishment is working, and I am receiving thousands of RX packets, but maybe 8-50 TX packets are getting sent, and 0 ARP broadcasts are being received by the others. I have tried swapping antennas from one of the well working units, and even swapping the hats across pi’s, but I still get the same result. Not super sure what to do at this point as it seems like it is faulty hardware. I don’t see any obvious issues with the board, but I could be missing something. Any help would be appreciated.

The good news is it’s unlikely that more than one is defective…swapping a unit and it still not working points towards a config/software issue
