What is the purpose of this outline gold plated ground with vias fence?

Via ground fencing → a cheaper version to edge plating. It could be to prevent unwanted energy from radiating out of the board edges. Or it could be to provide ground connection for some sort of edge connector (e.g. PCI slot mount).
