Lithium Ion Battery - 2Ah (PRT-13855 ROHS) not charging properly

I bought the Lithium Ion Battery - 2Ah ( PRT - 13855 ROHS) from SparkFun to power my Arduino project. The battery is new and has not been used before. I followed the dataset instructions and connected the battery to a LiPo charger. However, the battery does not seem to charge fully. The charger LED indicates that the battery is fully charged after only a few minutes, but when I measure the voltage of the battery, it is only around 3.8 V. The datasheet says that the nominal voltage of the battery is 3.7 V and the maximum voltage is 4.2 V. Why is the battery not charging to its full capacity? I suspect your charger is bad, it should only terminate charging when the cell reaches 4.2 volts. It sounds like it’s stopping at 3.8 volts.
