Low USB-C output Voltage from 4-in-1 Multi-USB Cable?

I bought a couple of the UCB-A and USB-C host versions of the https://www.sparkfun.com/products/21271 “SparkFun 4-in-1 Multi-USB Cable - USB-C Host” cables.

With two different USB-C wall warts the USB-C connector on the “hydra” wasn’t putting out enough Voltage to start an attached device charging.

I put a device on there that reports the input Voltage and it said the hydra was sending out only 3.9V and 1.1 Amps. When I used a “plain vanilla” USB-C cable between that same wallwart and the measuring device and it reports 4.194 Volts at 1.45 Amps.

So it seems like this cable has enough of a Voltage drop across it that it doesn’t function as a charging cable? Anybody else seeing this?

It’s not a charging cable, it’s for connecting devices like arduino boards that don’t use much current but need to transfer data to a computer.

Disappointing. The listing says “The SparkFun 4-in-1 Multi-USB Cable can transfer both power and data just like any USB cable” but then, at the end of the listing, it says a max of 500 mA.
