Can a device (complete component) be moved from one .lbr to another? If so, how do I do this.
Any enlightenment will be appreciated

I found this a few days ago and it worked for me while I was cleaning up my libraries. Just open the library you want to copy to, and go back to the Eagle control panel. Then expand the library you want to copy from, right click the DEVICE (otherwise it won’t copy the other parts of it) and select “Copy to Library”.
